To reduce the spread of HIV associated with drug use among men and women in South East Asia and China.
HAARP Purpose
To strengthen the capacity and will of governments and communities in South East Asia and China to reduce HIV-related harm associated with drug use among men and women.

HAARP Funding
HAARP is an Australian Government Aid Program funded initiative. Total funding is AUD$59m over an eight year period. The Netherlands Government has contributed additional funds to the Vietnam Country Program.
HAARP Geographic Focus
HAARP consists of country level programs in Burma (Myanmar), Cambodia, China, Laos and Vietnam; a research program in the Philippines; and a regional level Technical Support Unit (TSU), based out of Bangkok, Thailand.
Who HAARP Works With
At the various regional and country levels, HAARP works with:
- The Australian Government, AusAID (Canberra, Bangkok and Country Program posts)
- Government agencies in each of the HAARP focus countries
- Other bilateral donors working to reduce HIV in the Asia region
- Regional and Country Managing Contractors
- Government agencies in non-targeted countries within the region
- International/regional and national NGOs, and civil society and drug-user networks
- Multilateral agencies and intergovernmental bodies (eg UNAIDS, ASEAN)
- Medical and business organisations
- Regional and national media
