Monitoring and Evaluation

Performance assessment for HAARP takes into account that while the program and its designed outcomes are regional in scope, they are built on the linked, but ultimately independent, work of Country Programs (CPs) in five different countries of the region. 

This means that the CPs are likely to be operating in quite different policy and program contexts and with different levels of support and cooperation from national and sub-national authorities and local communities.  
As became evident for ARHP (the AusAID funded program preceding HAARP), this context is also changing rapidly and unevenly. The main implication of this for assessing the achievements of HAARP overall and the individual CPs is that the extent of progress they are able to achieve will be affected by their particular operating environment.
 
Effective program coordination and cooperation between the independently managed Technical Support Unit (TSU) and CPs is vital to the achievement of objectives at both levels. It will be important for annual reviews to examine the operations of the TSU/CP coordination processes and recommend any necessary modifications.
 
Annual program reviews will be conducted by an external independent evaluator, working in conjuction with the AusAID Bangkok Post.
