Country Programs (CPs) are managed by a managing contractor, or directly through a government agency, overseen by respective AusAID Country Posts.
The managing contractors or government agencies are responsible for:
- Regular and effective communication with the AusAID Country Post and the TSU.
- Implementation of contracted activities and achievement of agreed performance measures.
- Participation in the quarterly HAARP Consultation and Coordination Forums (HCCF) and other HAARP Regional activities as required.
- In conjunction with the Post, conducting an Annual Review of the CP and its relationship with the TSU.
- Preparation of a CP Annual Plan approved by the AusAID Post.
- Ensuring CP implementation complies with HAARP's regional objectives, including implementing strategies related to promoting gender equity in access to HIV services.
AusAID Country Posts Managing CPs
Funding for CPs is provided by the Regional Program. AusAID Country Posts liaise with the Bangkok Post when reporting on CPs, but will otherwise be responsible for normal activity cycle management for the CPs.
Monitoring and review of CP implementation and progress will be conducted annually by an external independent evaluator working in conjunction with the Post. Program Reviews of the CPs at approximately two and five years will be coordinated to take place prior to the corresponding HAARP Regional Program Reviews. |
