HAARP Consultation & Coordination Forum (HCCF)
The HAARP Consultation and Coordination Forum (HCCF), held once a year, is one of the key mechanisms for harmonisation of the regional and country components of HAARP, information and knowledge sharing, joint planning, problem solving, review and stocktaking.
Fifth HCCF
The Fifth HCCF was held on 27-29 June 2011 in Luang Prabang, Lao PDR. The theme of this year's HCCF was 'Managing knowledge within HAARP'. This forum was in the area of cross border program learning, mid-term review and the process of transition. Another area need to follow up was knowledge management and think about sustaining current efforts beyond 2015 when the HAARP program ends. The full report is available on this website.
Previous HCCFs
The Fourth HCCF took place in Hanoi, Vietnam, on 22-24 June 2010. This is the first time for HCCF to include a capacity building component; it was focused on quality and coverage, and cross-sectional behavioural data. The progress of HAARP was acknowledged and several key points were made as the program moves forward. HAARP is filling a need and contributing to country responses with local and relevant programs. Crossfertilisation of CPs is occurring through knowledge management and sharing the expertise of various country teams and people involved to contribute to HAARP’s success.
The third HCCF preceded the International Congress on Aids in Asia and the Pacific (ICAAP) 7-9 August 2009 in Bali. The focus of this HCCF was primarily scaling up of services for the country programs. Representatives from all CPs presented and planned how to effectively scale up and reach IDUs in their country. In addition, CPs looked at how best to monitor and evaluate the success of their programs and how to use this information to improve service provision and access.
The second HCCF was held in Phnom Penh, Cambodia, on 6-8 October 2008. It took place back to back with a follow up workshop of the Asian Consultation on the Prevention of HIV (Response Beyond Borders). The 2nd HCCF provided opportunities for all stakeholders to jointly take stock of the status of implementation; joint planning; orientation on regional tools, guidelines and policy issues; engaging with Civil Society organisations from the region. The meeting brought together Country Program partner agencies and stakeholders, HAARP regional stakeholders (e.g. advisory board members), UN partners including the Regional Task Force, civil society, AusAID colleagues and bilateral organisations.
The first HCCF was held in Goa, India, on 28th January 2008 and included lesson learning from the preceding Asia Regional HIV/AIDS Project (ARHP) and recommendations for new country programs.
