China Country Program
Aims of the China Country Program
The aim of the China Country Program is to reduce the transmission of HIV associated with injecting drug use in Yunnan and Guangxi provinces of southern China. The project will build upon the achievements of the preceding Asia HIV/AIDS Regional Program (ARHP) which established ten Effective Approaches Project (EAP) sites by expanding and further strengthening the provision of harm reduction services and supporting the rapid scale up of activities and expansion of sites in the target provinces of Yunnan and Guangxi.
Objectives
The objectives of the China CP are:
- To improve institutional capacity to plan and co-ordinate multi-sectoral responses to HIV associated with drug use.
- To establish a comprehensive package of high quality services for IDUs and their sexual partners including strengthening of existing services, introduction of new services and the development of effective referral systems to MMT and primary medical care
- To increase management and technical capacity of those engaged in harm reduction interventions to deliver quality assured and effective programs.
- To strengthen harm reduction responses in closed settings including detoxification and rehabilitation centres.
- To establish new harm reduction services at sites in cross-border areas and economic corridors.
Implementing Partners
The China CP is being implemented under the management of the National Centre for HIV/AIDS (NCAIDS), a national body vested with responsibility for coordinating the response to the epidemic in China.
NCAIDS oversees the preparation of annual work plans and oversights the performance of activities undertake in Yunnan and Guangxi provinces.
Funding for the program, and performance monitoring and reporting, is being provided through the AusAID funded China Health and HIV/AIDS Facility (CAHHF).
At provincial level, in Guangxi the program is being implemented through the Provincial AIDS Working Committee Office (PAWCO) of the provincial Public Health Bureau (PHB) in close collaboration with the Public Security Bureau (PSB). In Yunnan, the Yunnan Institute on Drug Abuse serves as the main provincial counterpart agency. Both bodies are responsible for coordinating annual work plans and budgets and six monthly progress reports which are approved by NCAIDS. Project offices established within these regions are responsible for the main day-to-day management of project activities.
At the county level, site-level implementation activities are being delivered by county/city level Centre for Disease Control and Public Health units in close collaboration with county offices of Public Security.
